Malaysian telcos continue to clash with govt over 5G

When it comes to 5G, Malaysia’s strategic approach has been somewhat unorthodox, with the government setting up a national wholesale 5G network operator, DNB, back in 2021.
This approach, the government claimed, would allow for a more efficient rollout of 5G infrastructure across the country and ensure fairer prices for the country’s citizens. The nation’s telcos, however, disagreed, saying that the wholesale prices proposed by DNB were too high and that it would be more effective for them to rollout 5G services themselves…

When it comes to 5G, Malaysia’s strategic approach has been somewhat unorthodox, with the government setting up a national wholesale 5G network operator, DNB, back in 2021.

This approach, the government claimed, would allow for a more efficient rollout of 5G infrastructure across the country and ensure fairer prices for the country’s citizens. The nation’s telcos, however, disagreed, saying that the wholesale prices proposed by DNB were too high and that it would be more effective for them to rollout 5G services themselves. 

By December 2021, uptake of DNB’s 5G offering was so low that the wholesale company was forced to take drastic measures, offering the telcos 5G services for free until the end of March 2022, a period that was later extended to the end of June. 

But despite this olive branch, the impasse between DNB and the telcos continued, leading the government to propose earlier this year that nine Malaysian telcos take a combined 70% stake in the state-owned company. 

At the time, this proposal seemed to please the operators, who said they looked forward to an approach typical of any normal mergers and acquisitions process. Fast-forward to last week, however, and the situation was still mired in controversy, with only Telekom Malaysia and YTL Communications, two of the country’s smaller mobile players, having signed agreements with DNB.

In fact, Malaysia’s four largest operators, Digi Telecom, Celcom Axiata, Maxis, and U Mobile, wrote a joint letter to the operator, suggesting that the minority stakes on offer would not offer them good value.

“The Ministry of Finance-proposed role as minority shareholders does not appear to make it feasible for any of us to add value as shareholders and is not commensurate to our contribution to the industry, or our duty to our shareholders and customers,” said a letter from the four incumbents to the government. 

They also complained that the proposed interconnection terms and the lack of transparency surrounding DNB’s rate of return.

As a result, the four operators last week offered a counterproposal, suggesting that the four of them should take a combined 51% stake in the business.

Now, the Finance Minister Datuk Seri Tengku Zafrul Abdul Aziz has seemingly rejected this plan, according to reports from the Malay Mail. Tengku Zafrul said that the deadline to sign up to DNB’s 5G services by 30 would remain, with the operators left without access to 5G if they do not sign up.

Meanwhile, private equity has long been reported as interested in investing in DNB and, according to the government, these firms would be cleared to do so if the nation’s big four telcos refuse the current equity offer.

Malaysia is already considerably behind neighbouring countries when it comes to 5G, with most neighbouring countries already rolling out the required infrastructure having followed a more traditional spectrum allocation strategy.

Movistar suggère que le partage de réseau stimulera son déploiement de la 5G

L’opérateur mexicain Movistar, propriété de Telefonica, a déclaré qu’il envisageait de lancer la 5G au Mexique via un accord de partage de réseau avec son compatriote AT&T.

Des articles de presse locaux indiquent qu’il existe déjà un modèle de partage d’infrastructure avec AT&T. Cela signifie, en théorie du moins, qu’AT & T et Movistar pourraient lancer des services simultanément.

AT & T Mexico a commencé le déploiement de la 5G à la fin de l’année dernière en utilisant le spectre dans la bande 2,5 GHz. La couverture initiale du réseau 5G d’AT&T était limitée à certaines parties de Mexico, bien qu’une plus grande partie de Mexico, ainsi que Guadalajara et Monterrey, soient couvertes dans les mois à venir.

En fait, selon le site d’information Xataca.com, AT & T cette semaine a révélé plus de détails sur son réseau 5G, des plans, prix et couverture aux smartphones compatibles et ce qui est nécessaire pour se connecter à la 5G.

Le réseau 5G AT & T sera disponible au Mexique à partir du 24 mai, avec une couverture limitée pour l’instant, et pour les utilisateurs postpayés uniquement. Après Mexico, Guadalajara et Monterrey, l’opérateur vise à connecter 25 villes du Mexique à la 5G d’ici la fin de l’année.

En ce qui concerne le premier opérateur du pays, America Movil a lancé en février des services 5G dans 18 des plus grandes villes du Mexique, atteignant plus de 48 millions de personnes.

Cependant, la disponibilité du spectre demeure un problème. Plus tôt cette année, le régulateur mexicain des télécommunications, l’Instituto Federal de Telecomunicaciones (IFT), a confirmé que la vente aux enchères mexicaine du spectre 5G, retardée en raison du Covid-19, aura lieu en 2022.

Il est prévu de vendre aux enchères des fréquences compatibles 5G dans les bandes 600 MHz, 3,3 GHz et 3,5 GHz, ainsi que la bande L (plage de 1500 MHz), bien qu’il ne soit pas encore clair quand cela se produira.

Deutsche Telekom and Ericsson combine wind and solar for 5G site

When it comes to sustainability, for telcos the largest challenge is reducing the energy consumption of their ever-growing networks. Many of the largest operators around the world, including the likes of Orange, Vodafone, and Deutsche Telekom, have already committed to reducing their carbon emissions to net-zero by 2040 – a target that will be very difficult to achieve without rethinking the way in which they view network energy consumption…

When it comes to sustainability, for telcos the largest challenge is reducing the energy consumption of their ever-growing networks. Many of the largest operators around the world, including the likes of Orange, Vodafone, and Deutsche Telekom, have already committed to reducing their carbon emissions to net-zero by 2040 – a target that will be very difficult to achieve without rethinking the way in which they view network energy consumption. 

With this in mind, Deutsche Telekom and Ericsson have today announced a new collaboration, modifying a live 5G mobile site in Germany to support both wind and solar power generation and integration. 

The site, situated in Dittenheim, had been part-powered by 12 square metres of solar panels for over a year as part of a previous partnership between the two companies. Now, a new trial has seen wind turbines added to further boost the site’s capacity for renewable energy usage.

The combined solution is facilitated by the Ericsson Power System, which jointly controls the two power sources and the batteries also integrated into the system. This not only allows for more optimised energy consumption from the various sources, but also allows the batteries as dynamic power storage units, storing renewable energy when available. 

When conditions are right, the site can operate using energy from the renewable sources alone, without need to tap the electrical power grid.

“Ensuring an integrated management of clean, efficient and reliable power sources and usage is key for sustainable mobile site operations. Together with innovative partners we explore in trials how we can apply intelligent solutions and capabilities to optimize energy consumption and control at mobile sites,” said Leif Heitzer, SVP Technology Guidance and Economics at Deutsche Telekom.

Deutsche Telekom are not the only operator looking to incorporate renewable energy directly into their mobile sites. In November last year, Vodafone announced a similar project with renewable energy specialist Crossflow Energy, which would allow the sites to be entirely powered by wind and solar energy. Coupled with the latest battery technology, the operator hopes that this solution could allow them to deploy sites in rural areas entirely unconnected to the local energy grid.

Canada follows Five Eyes allies with Huawei ban

The Canadian government said that the ban was on the grounds of national security concerns, in particular that Huawei and ZTE are legally obliged to comply with Chinese government intelligence agencies, potentially handing over sensitive information. 

“The Government is committed to maximizing the social and economic benefits of 5G and access to telecommunications services writ large, but not at the expense of security,” read a government statement.

Following the announcement, Canadian telcos will no longer purchase additional 4G or 5G equipment from these vendors from September this year. In addition, they must remove all existing 5G equipment from these vendors by 28 June 2024, and from all 4G networks by the end of 2027. 

These removal plans are similar in scope to those implement in other markets that have banned Huawei and ZTE; the UK, for example, is also aiming to have Huawei equipment entirely removed from national networks by 2027.

The move will make Canada the last of the Five Eyes alliance – an intelligence sharing alliance between Australia, the US, Canada, the UK, and New Zealand – to implement a full ban on Huawei technology. 

Huawei, naturally, has protested the ban, saying that the company does not represent a security threat and will take all means necessary to safeguard its interests. 

Canada’s relationship with Huawei has been rocky for numerous years, perhaps catalysed by a long-running court drama involving Meng Wanzhou, Huawei’s Chief Financial Officer and daughter of founder, Ren Zhengfei.

Meng was detained by Canada in December 2018, with the US having called for her arrest on charges of fraud and the deliberate violation of US sanctions. Meng contested the charges, leading to a prolonged legal battle that saw her remain under house arrest in Canada for almost three years. 

Following her arrest, China quickly detained two Canadian nationals, Michael Spavor and Michael Kovrig, on the grounds of national security, in a move widely linked to Meng’s arrest.

The Meng case was finally resolved in September 2021 through a deferred prosecution agreement. The ‘Two Michaels’, as they had become referred to by the media, were released shortly afterwards.
